This an oil painting on canvas by the marine artist William Thornbery. It depicts the USS Chicago, off Gravesend in Kent.

It is now generally thought that William Thornley is the same artist as William A Thornbery, painting under another name, a practice sometimes indulged by Victorian artists. He was a fine painter of shipping and coastal scenes and often painted his pictures in pairs. He was painting in the latter part of the 19th century.
